This is not a direct allegation of espionage, this is alleging that a Russian was acting in the US on behalf of the Russian government, without the proper paperwork. This could range anywhere from an embassy janitor, to an actual spy. Basically, the entire thing is so vague, that it's nothing worth mentioning. It's basically saying "a Russian was doing something here, while in the employ of the Russian government."
