Russia is literally piss poor and has like half the population of the us, how come they are "apparently" the only ones capable of hacking the elections.

It literally has nothing to do with computers used to tabulate votes. The entire notion of Russia hacking our election stems from a Rachel Maddow segment where she asserts that a bunch of kids using twitter bots influenced the opinion of American voters. Since social engineering is considered a form of hacking, she asserts that these twitterbots were being used by Russia to socially engineer our election, i.e. hack it.

Knowing that claiming twitter bots socially engineered our election wouldn't be as damaging to Trump as simply saying "Russia hacked our election", she continued to say this latter phrase knowing that most people would assume what she meant is that Russia broke into computers and changed votes.
