This is true, and there was also some influence from Vietnam War-era Communist China.
However I don't think bringing up The Undiscovered Country is the best evidence for your point. While they were perhaps the most explicitly a Soviet analogue they had ever been in that film, they had also been well established and fleshed out by that point, especially in TNG, in ways that diverted them a fair bit from the more straightforward analogies... and also Undiscovered Country was by Nicholas Meyer, who had no involvement in the initial creation of Star Trek and the Klingons (although the core concept of the film was actually a suggestion of Nimoy's to Meyer)
