Why do people believe the Russian hacking story without ANY hard evidence?
Why can every MSM outlet get away with making wild claims without providing ANY proof to back things up?
It seems like any reasonable person would ask this. What am I missing that everyone else seems to easily believe when prior to the election such claims were laughable? Even Obama said the election could not be changed by "hacking."

Because, for example, there are finger prints on said file cabinet that would identify the thief. In this case of the server, it is the ONLY way to identify the thief.
This is important when making an accusation of who committed the crime, understand? So, if people are unable to view the main scene of the crime and corroborate said evidence, how can claims of guilt or innocence be trusted?

It's a media tactic. The insist that one thing is to be taken for granted (in this case "russian meddling" ) and then levy an accusation based on that lie that they just turned into the truth (which in this case would be "collusion"). Note that "meddling" and "collusion" are very flimsy words with no legal connotations. It allows them to imply criminality without actually alleging it. As for russians meddling in the election, it probably didn't happen, just because if it did they would leak evidence of it to hurt Trump. The fact that they haven't after two years almost certainly proves that the US government , and probably no one, has any evidence that Russia hacked the DNC.
