You have to be registered to vote. When you vote it goes into the computer system that you voted. You vote again the ballot us discarded and you can be charged with vote fruad.

When you go to vote they check to see if your name is in a big book, and you sign next to your name. Then you can vote.
There's nothing stopping you from registering in multiple places, if you have addresses to put down. When I moved I never informed them, so I'm able to technically vote in two counties.
