Free trade cannot exist between countries with different laws/regulations. This is why the fed was mostly funded by tarrifs until income tax was introduced ~1920 (to pay for war much like they did ~1850. Government spending as a percent of gdp has grown since then from ~15% in the early 1900's to just over 30% today.
