By using the money to invest in new emergent technologies and ideas, which yeah, includes both good and bad ones. Most entrepreneurs got their money first somewhere else before they had money to invest in anything. Some of it is crap, some of it is their mistakes but the definition of the term does not specify success, merely what one does.
Like I've said, some of his investments seem like crap and are unlikely to work. Some, like SpaceX, seem to work well - not only by themselves but by setting up certain trends which may benefit the society even just as PR thing (idea of privatization of space exploration and industry got quite a boost because of aforementioned SpaceX).

Yes, some people get far into the hype and overestimate the man and his achievements, but calling him a con-man is just about as silly, even if made in opposite attitude. He didn't just con people to get cash and then run with it - he actually invested it into what he promised to invest it in. You can question his effectiveness, but that's something else altogether.
