Moreover, depending on your definition of "free speech" it's hard to argue that most democracies have free speech. Europe has robust hate laws through the European Human Rights Council and the European Union and even the United States limits "incitement." Moreover, the oligopolistic publishing industry effectively keeps some views outside of the public's eye.
Taking this rather dim view of "free speech" in the west, one could design a National Socialist government with radically freer attitudes towards speech, especially insofar as the current crop of National Socialists and the "Alt-Right" seem to hold free speech as a credo. Naturally, National Socialists would not allow Jews and Communists into the education system (unless the Jew was a loyal mischling or otherwise "honorary Aryan" - Rudolf Hess fought to secure "honorary Aryan" status for the Jewish wife of the professor who awakened him to nationalism). But this is hardly different from western Education Departments which currently keep Nazis and other wrong-thinkers out of Academia.
