While it's not likely that Mueller will try to do so, that's just the opinion of Justice Department lawyers, they can change their minds or make an exception. So far, the Supreme Court has said that presidents need to answer subpoenas and otherwise participate in judicial branch proceedings.
He can get the grand jury to issue one pretty easily, though.
