It doesn't put an end to discussion as long as you disagree with Machiavelli, who believed that it is certainly better to be feared than loved.
As for The Prince being a satirical text, that is completely out of touch with reality.

The man may have wrote it as satire, but it was done to show his uperiors jow much he understood the political climate as it is. It was his most pragmatic work, and freeing himself from what type of system he desired to write it was the best thing he could have done.

If you read the book that's literally what he says, but if you have to choose only one, it's best to be feared. People rarely understand the greater sociopolitical context around this work, the way Italy was governed by city-states, not truly federated, but recognizing their greater ethnic identity. The Holy See using it's gargantuan power to levy and regulate. The nearly extinct idea of individualism as an ideology outside of the aristocracy. The prince is an attempt at advocating benevolent autocracy to a governing body that had devolved into feudalism, where the peasants revolt and slaughtered half your family every 20 years and that was just how life went, if you didn't get a knife in your back from one of your siblings you pushed out of the way. It was the radical notion that the most Machiavellian way to govern was not by the sword and the boot, but by just law. This gets passed over because no one actually reads the book, just spark notes it, and because nobody alive today can read sarcasm and biting satire in text.
