A lot of people have it written up so that land can not be divided when purchased. So if you purchase 50 acres, you must sell 50 acres. Unless say a neighbor that would have access from their own property purchases the land. I don't know what the exact term is, but it's sort of like a trust fund. It ensures the lands wealth is always high since only a finite amount of people would be able to build on it. A certain amount of neighbors would need to vote in a particular area to allow a deviation from this.

They do this already for women's shelters. There is a reason you usually see homeless MEN on the street. Women can go into these lock rooms, literally just room that isn't freezing and has a toilet and cot. They get locked in until morning time to prevent vagrants from coming in and raping them and such and prevent them from attacking other women who are there. You might fit 3-4 women per room in their own areas.
Abused women with kids get their own tiny room, that does the same thing, but without people outside your family in the room.
The receptionist has to buzz people in or they can't open the door and the receptionist is in a room that can't be accessed at all except by her. I don't remember if they have guards or not, probably not.

It makes me think how Americans back in the 30-50's would handle situations like this. Reminds me of my Grandfather and his brother, after the war my grandfather became a blue collar man and worked in construction. His brother was injured (not severely, could still work) and just wasn't worth a damn, no initiative.
But he still looked after him, gave him a place to sleep and when my Grandfather had his family, they built a shack out back for his brother and made him help around and do handy work.
