Whenever a sword appeared on screen he'd shout "saw! saw!", and when that fox squirrel thing appeared he shouted "dog! dog!". When I saw him running about at the end (which I've seen him do before, he did it at Mary and the Witch's Flower) he looked to be in his mid-twenties and pretty normal-looking. I looked up the appointment process to the BBC Board (of governors). It is deliberately confusing, but I got the following:

There are a total of 14 members of the governing committee.

Of them, 5 are directly appointed by HM's government. This includes the chairman of the board, currently David Clementi who happens to be a former governor of the Bank of England (lol). The Chairman also has wide-ranging powers over termination (firing) of other governors, and all termination procedures have to be initiated by the chairman.

The remaining 9 members of the board are chosen "by the board itself". I.e., in the initial appointment process, the government appoints 5 people and these 5 people then chose the other 9 as they see fit, and together they form the governing board. They take no input from any other source.

The indirect appointment of the 9 members of the board is almost certainly intended to ensure some form of continuity or "inertness" in governance, i.e. to make it difficult for a new UK government to completely reverse BBC's editorial policy straight after winning a general election. However, the general direction of the company is determined by HM's government and it only, you just can't change it overnight.

Oh wait, actually you can. Just last year, the government unilaterally used its charter power to completely abolish BBC's existing governing structure with all the sitting governors and replace it with a new governing board and appoint brand new governors, using the opportunity presented by the expiration of BBC's previous 10-year mandate. The decision was taken without consultation with the existing BBC governors who lost their jobs overnight, but don't worry about them, most of them were granted life peerage or other comfy positions. Now I don't know the rules regarding early suspension or termination of royal charters, but regardless, at least every ten years the UK government gets an option to completely wipe clean the BBC's existing governing structure and rebuild it from scratch, and it doesn't shy away from using that power.

Then there's also government's control over financing of BBC through increasing or lowering the license fee, control over how it is collected and how it is disbursed to the corporation, whether it is regularly adjusted to inflation or not, etc.

And finally, there's the overall regulatory overwatch power of the big brother also known as Ofcom which has the power to not only ban content it doesn't like for any stupid reason, but even revoke license of entire broadcasters if they disagree with their editorial policy, which is exactly what they've done with PressTV. The justifications Ofcom uses for censorship are just mind-blowingly brazen and ridiculous, for example in 2009 Ofcom censured MP George Galloway for "breaching the impartiality rules" by "showing anti-Israeli bias on his two Press TV chatshows". Pure comedy, I say.

So yeah, in conclusion, the BBC News is most certainly "an organization funded in whole or in part by the British government". Yet, as usual, the Eternal Anglo escapes being properly branded on Youtube with the help of a few simple machinations.
