Manafort is being prosecuted for a crime that occurred long before he was a member of the Trump campaign - in fact, it was much closer to the time Manafort was working with the Podestas and Clintons, and he's accused of a crime that Tony Podesta was just given immunity for. Flynn was charged with lying to the FBI, but even Comey admitted he didn't think it was intentional; Flynn plead out because the legal fees had drained his resources. Carter Page is yet to be charged with anything, and was in fact an FBI and CIA asset until 6 months before the Russian investigation officially began, and was then abruptly fired by the FBI for being unreliable. Why didn't the FBI warn the Trump campaign about Page ahead of their brining him on the campaign? And so far the only Russians indicted are people that in the first case Mueller now DOESN'T want to prosecute because he has no evidence to submit to discovery, and the latter group of more recent Russian indictments will never show up to court because they work in Russian IC.
So what is Mueller really doing? A slow burn of nothing to cast shade (but not fire) on Trump while providing cover to the corrupt Obama era IC actors and their cohorts.
