it really depends but most of the time if you leave the public sector with a clearance you go in to what is called cleared but "inactive" state. If after 5 years inactive the clearance expires.

No. Just because you have a clearance does not mean you can just walk into any facility or program and start digesting data.

You need to be "read in" to whatever program you are trying to read the data from. This is called special access. You cannot have special access without having an ACTIVE clearance.

Also the 5 year mark is the date from your last investigation, not the time you left the job and no longer needed access.
Example - I just had my entire single scope background investigation (ssbi) refreshed, I then quit my job a year later. I know have 4 years left of inactivity before my clearance expires.
