Trump doesn't have the political will right now to accomplish his immigration goals. He's hoping to accomplish other things, and bring in more republicans at the midterms.

After the midterms I predict he will push hard for the wall.

Tons of people voted for him SOLELY cause of immigration. Not delivering is going to kill him in 2020. All he's done is a shit temporary tax cut and name Jerusalem the capital of Israel to move the US embassy there.
