I'm not too sure it would be very different until recently when the city overall started to get cleaned up in the 90s. It didn't really have to do with race and more with the attitude people had, organized crime, and shitty economic situations for the 1960s-70s. Then things got better for nearly everyone in the city...at least until de Blasio's and Cuomo's current policies succeed in trying to send things back to how they were.
