The recent OPCW report you are talking about didn't even mention Ghouta, it was Douma and they were never investigated for sarin (organophosphate) there, they were suspected of chlorine-based chemical attacks and they did find chlorinated organic chemicals
The OPCW knows that the Syrian Arab Republic lied about dismantling their chemical stockpiles and has blamed them several times for nerve-based chemical weapons attack:

Yeah, but if SAA actually manages to capture a couple dozen IS members, the situations will be wholly different for the IS in Swayda, right? They don't need to stop the assault, continuing the assault is a negotiating strategy also. Unless they already got rid of the women negotiating should be possible to some extent.

Again, i'm not saying the hostage exchange will work, but that it is a possible option. SAA might just torture + execute all IS militants they capture.
Gonna play devil's advocate for a bit here. It's true Serbs did have that land in the past and it was serb majority, but it's not the case anymore. Pristina hasn't been Serbian in a long time. You can we wuz and say that it's right Serb clay because it used to be inhabited by serbs, but Israel does the same thing in Palestine and /sg/ in general doesn't like them for using that excuse. Kosovo isn't Serbian anymore, except for the parts north of Mitrovica, and you can use that excuse for that little bit of Kosovo but not so much elsewhere, at least not without acknowledging that Israel is using the same excuse in Palestine
