The nazis came from a largely prussian/bavarian culture. Their mannerisms and style did not originate with nazi ideology and is a reflection of German culture at the time. 99% of the pictures posted of 'nazis' are just random and mostly non-ideological soldiers. The more stylish people are usually aristocrats.
The neo-nazis on the other hand are low IQ violent criminals/gang members/deviants from the underclass who likely would've ended up in a mass grave or sterilized in Hitler's Germany. They're at best the welfare ghetto/trailer park reaction to race segregated minority gangs.

The tattoos are gang insignia. As far as I know this culture evolved out of prison gangs where whites are forced to group by race because that's what the other inmates do. It's not a political movement. On the continent this is a bit more complicated. It's mostly an underclass music/fashion scene I think. The closest thing to a modern nazi movement are the identitarians but they're propably closer to the German 'Konservative Revolution' types than the later socialist/racial supremacist and imperialist movement led by Hitler.
