I don't have a concrete explanation, apart from the fact that they are foreign and are inclined to be an adept sea fairing civilization, and since most of the Argonian I've met in the game are all merchants or business owners, it reminds me of Chinese traders and their underhanded business tactics, but this could apply to most other foreign races, I think Chinese fits since Chinese are very much different to European features, just like how Argonians are different.
