That small crowd of Iraqis that was escorted in for that photo op had a bunch of the members of the new government in waiting which was going to be put in power. I think they were hoping for some big moment where Iraqis would come out of their homes and cheer as the statue was torn down, but everyone was too busy hiding in their basements hoping they didn't get bombed.
