No, it just means the government owns it.
The government can pay for it with taxes, or by selling subscriptions, or a combination of both.

Usually the (local) government just sells bandwidth to ISP's, who are free to market it any way they like.
The huge advantage here is that multiple ISP's can compete over the same cables.
