It's both. Obviously culture is powerful and can create taboos, normalize, or even make behaviour desirable, almost as it chooses. Then we have the psychological element. People do not want to talk about these things because this would lead to questions like; is homosexuality a good? Should we educate against homsexuality if it isn't? Can it be 'cured' in some cases? The most interesting question is in what percentages these different forms of homosexuality exist. It could very well be the case that most homosexuals are not in the 'fixed' category.
