They have laxer handgun laws than NY, NJ, CT, MA, MD, CA, DC, HI etc. Just need a FOID card and and no registration or additional permit and one can buy as many as they like with a short waiting period of 72 hours. That or they buy them in Indiana and Wisconsin where they can buy anything at a private sale with a drivers license.
