I had meant to post additional information, but I kinda jumped the gun. So here is my best case.
The conversation is slippery because we have no idea what exactly therms of reconciliation are. Is it just the practice of slavery, or do we include practices like redlining, the Jim Crow and Sharecropper systems in the south, and segregation and all manners of civil rights that were stripped from African Americans up until the end of the civil rights movements. Do we include the systematic destuction and demonization by the COINTELPRO destroying the Black Panther movement? How do you even quantify all the stolen property, as well as the opportunity cost that Blacks suffered from being unable to accumulate wealth.

Slaves would often oversee other slaves in exchange for better food and housing, and the sharecroppers system which also systematically targeted black people could have Blacks working under blacks, but with the bulk of the profit going to the landowner who would charge the use of tools to work the land. This would create an endless cycle of debt, and is why there was the Great Migration happened in the Early 1900's.

That way the capital won't be "squandered" en masse. Why not have reparations take form in free scholarships for Black applicants admitted to colleges.No help in the admissions process, just paying the tab for their higher education.
