The accettable probability of a detation of a nuclear weapon in an accident is 1 in a million. In 2012 the odds of you dying in a commercial airline accident were about 1 in a 40 million. Any nuclear device would ionize the air leaving behind a massive glowing ball of blue light from ionized nitrogen (Oppenheimer claimed to see the 'cosmic colours' of the Trinity explosion) but no one at Hiroshima or Nagasaki or any nuke test ever saw this. And there is not even any radiation at the buildings in Hiroshima that were supposedly atom bombed:

There country has enough big and open spaces like Xingjang and Manchuria that they could have had accidents there and have it unreported sort of like the Santa Suzana.
The only thing they so far have done right is have most of there new reactors follow a standardized patten. Which means if it will be easier to maintain and retrofit.
On the downside if there standardized designs are bad it could be catastrophic. Sort of like the USSR's RBMX reactors.
