Inequality begins to increase, as the original economic system of the state is ill equipped to facilitate the demands of the society at large. Welfare is introduced. The intellectuals now openly question the moral virtues of society and a growing class of people begin to listen.
5. Decadence. The state is dominant but the leadership has no connection to the virtues that made it this way. Corruption increases, revenues to the state decrease. Fertility decreases. Unemployment rises. Migration rises. Societal schisms emerge between the progressives who look back on traditional values with disdain and conservatives who preach piety towards the old values, but forget that men need purpose, both spiritually and economically.
6. Degeneracy. Traditional values are now not shared by a large portion of the population. Military virtues are forgotten by the people at large. The economy suffers as inequality has placed the wealth of the state in the hands of the very few who now dominate the government.
7. Decline. A new power rises from without and begins to eclipse the state as it is.
