I'm in Colorado. I got my license in 2010. The restrictions are pretty strict. No criminal record of any kind, for one. A misdemeanor charge from twenty years ago will disqualify you. They arent granting new licenses that I'm aware of, but you can transfer(sell) them...at considerable cost
