The Army and Airforce control space (comms, imagery, GPS) right now. He wants to take those elements out of those branches, and put them together in their own branch. It will also involve logistics, rapid delivery systems via re-entry vehicles, like SpaceX's rockets.

It's not space lazers, and it won't cost a lot. Most of the assets are already there, but there's a lot of bueracracy, and combining them gets rid of a lot of it.
