It's not that simple though. See, Star Trek presents a future where the west has effectivly won. Culturally, intelectually, philosophically. It's a world where everyone is educated, where art, literature, classcal music and most importantly the desire for discovery and self-improvment has formed society. It's a world built upon ideals and people see it as their duty to uphold these ideals. They may preach peace and tolerance, but they keep a fleet armed with WMDs to ensure that peace will continue.
