Just about the whole world accepted the basics of racial nationalism until the 1960s. The US for example had segregation to keep whites from non-whites as did South Africa. Europe had so few non-whites they barely counted as a problem (except in France and the Rhineland bastards). Latin America had a racial Caste system with whites at the top and mixed race people and native and blacks at the bottom.
