Also, there's no downward trickles from the pain being applied while the sign is in the upright position (which surprisingly enough is tricky to do unless you know what you're doing), which tells me the sign was most likely on a flat surface at the time the paint was applied.

Yea, and I find it unlikely someone would sit in the grass to do a little vandalism. Much more likely they would hunch over and apply the paint at a downward angle. Which would affect the thickness of the lettering from top (thinner) to bottom (thicker). Along with some artifacts towards the bottom from the spray.
