Ohio cities attracted a lot of freed blacks all the way back during the Civil War period. Ohioans have always been highly pragmatic about race, especially in regard to business. Back when railroads were the primary means of transport and freight Ohio was prime real estate for factories. These factories would often hire black workers for equal wages. Some employers would go as far as building employee housing with in-door plumbing and other amenities that free blacks usually would not have access to.

As the railroads were largely replaced by automobiles things became somewhat more economically difficult. By the time the Interstate Highway system was built the entire region started began to steadily decay. South-East Ohio is full of small railroad towns falling apart at the seams. This is a fate shared by regions of Pennsylvania and Michigan.
