Slowly build out the USA North civilian areas underground. Start out with some shit about global warming, or saving on air conditioning due to subterranean cool temps year-round, but the important thing would be to tilt the economic board towards underground large spaces.

After 15-20 years of these economic subsidies, the bulk of the population should be able to fit into an underground location within 15-20 minutes. Note that you'll have to economically encourage artificial atmosphere generation rather than vent holes, but if you REALLY fucking wanted to, a country the size of the US could do it.

At the same time you started the push underground, you would have to seriously invest in lab-grown protein. In other words, some sort of energy -> protein directly without needing sunlight. Also, grain stockpiles, frozen or stably stored underground.

At the same time the above efforts start, I believe you'd need a 50x current investment in nuke/nuke interception. In other words, using nukes to stop nukes because kinetic kill vehicles can't really do the job 100%. You just need to get close enough and light off a nuke.

Take St. Petersburg and Moscow and the country will fall or nuke.

Next, you'd need to launch a surprise nuke attack against Russia. First you'd need a decapitation strike. Thing is, they're already prepared for that with the whole "dead man's hand" or whatever it is. Point is, a decapitation strike will not prevent a second retaliatory strike.

Probably the best way to change this would be to mercilessly identify all schoolchildren with language aptitude, and kidnap them from their parents. Put them in 100% native Russian immersion programs and have them grow up literally believing they're Russian. Then insert them into the Russian armed services, with the task of understanding the "dead hand" (or whatever the second strike is called). Basically, become the Jew.

Well its easier than ever to sit on Moscow and we have better technology for fighting the cold than ever. I'd probably do most fighting with air superiority and spend years bombing them into the stoneage. It would be like having a boxer in a ring against a child.

The net result would come down to the following: (1) how effective was the US in destroying military and high-level government in a surprise strike, (2) how effective was the US in infiltrating the Russian second strike capability and destroying it in (1); (3) to what extent was the nuke-on-nuke second-strike shootdown effective; (4) to what extent was the useful population (no niggers) able to seek shelter in one of the newly-constructed underground areas; (5) to what extent are the Russian nukes actually effective.

To win a war against Russia, you need to not only quantify but actively minimize every possible variable they have against us.
