There are many different sects of the IRA, most people think of the Provos when they think of the IRA. They mainly stuck to military, police, and civilian targets representing British interests.
Generally, for the civilian targets, they'd set up a bomb and call the authorities about 20 minutes before it went off. Long enough to evacuate everyone, but not long enough to disarm the bomb.
