In Kansas City there has been a systematic attempt to purge the nightclub areas of black customers, usually through dress codes and some de facto bans on rap music, the Power and Light district has been sued a bunch of times over it. Problem is the rich kids of the suburbs won't come out to a district that has a shooting every weekend.
