It's the British Oligarchy. Now that the war of Islam vs Christianity in the Middle East is ending with a loss for them they are moving on to their next target; China, and the war of Islam against Buddhism. This war started in Myanmar with Arab militants attacking the Burmese army sparking the Rohinga "crisis". For the Oligarchy the chaos that war brings is a source of great profit, and enhances their power. It's interesting that Trump kept America out of the Myanmar bullshit. China? Who knows. There is a faction in the US establishment that is trying to get it on in the South China Sea, but they are not really gaining any traction. Japan has gone quiet on this subject. I think Trump is working on rolling up the entire war monger network and so is not bothering with these details. China's silk road it a great threat to the empire. It makes sea and air power obsolete as most trade will move inland.

The goal of the terrorist attack on Syria was to create a murderous Salafist stage on the Iraq/Syrian border and then use that as a base to firstly, make it impossible to the New Silk Road to reach Aleppo from where it can then fork into either Europe or Africa, and secondly, to create a base for Islamic lunatics to push into Central Asia where they could sew death and chaos for generations. China, Russia and Iran could not let this happen and that's why they risked WWiii to go in and clear out Obama's Terrorist army.
As an interesting historical footnote, Aleppo is one of the oldest cities in the world because it sits on the most important crossroad in the world. The crossroad where the silk road from Asia meets the road that heads north, through the pillars of Hercules in Europe, and the road that heads South to Egypt and then Africa. This has make it the flash point for empires going back to the Bronze Age, and even in our time, we see the great powers risking everything to control it.

Chinese Han's are endlessly mutable, what was good will be bad when it needs to be bad, what is bad now will be good when it serves to be good, and the same people will be fine with both.
