One place where I worked had these cool rules where you basically have to pay extra tax unless you spend a lot of money at once. And then there's an entire department dedicated to making sure all of it went to a single asset.

Utilities are handled at the county or the city level...in Flint's case, their municipal government was so incompetent the state gov had to intervene (pity that the state gov is just as incompetent).

There's plenty of place in the USA where the water sucks. NOLA, for example, draws from the Mississippi, which has the sewage of every city upstream in it.
Toledo, OH draws out of Lake Erie that has algae plumes every so often.

Picking a domicile used to have that question foremost...is there clean water. Water quality varries from region to region. Some sources of water can only be made so clean with filtration. Flint was really an infrastructure problem. Pipes only get replaced if there is a leak, usually.
