ICE removed Palij based on an order of removal obtained by the Department of Justice in 2004.

He had no right to citizenship or to even be in this country. Navor Salas-Cruz, 45, a Mexican national residing on Kauai, was sentenced by U.S. District Judge J. Michael Seabright today to 30 months of imprisonment for illegally reentering the United States after being deported, and for being a felon in possession of firearms and ammunition. As a result of his conviction, Salas-Cruz will be deported after he serves his prison term.
According to court documents and information presented in court, Salas-Cruz was deported on July 10, 2008, after being convicted of illegally reentering the United States after a prior deportation. Nonetheless, on December 15, 2017, Homeland Security Investigation (HSI) special agents again found Salas-Cruz in the United States, residing on Kauai. In addition, at that time of his arrest in 2017, Salas-Cruz illegally possessed three firearms, including a 12 gauge shotgun and two pistols, and numerous rounds of ammunition.
“This office is committed to protecting the community by promoting the integrity of the immigration system,” said U.S. Attorney Kenji M. Price. “The efforts of local and federal law enforcement officers in locating this defendant and disarming him is a testament to their tireless efforts to keep our community safe.”
I'm not sure about the birthrates for 2017, but border crossings slowed down for a few months, and then when people saw he couldn't really do anything, picked right back up.

I wish there was some super serious card game that had some ultimate move like this that permanently "killed" your creature. Like if the card is played in a tournament, no matter how or why or when, and your creature is annihilated in that match, it permanently makes you unable to play that creature in any other match ever. Assuming cards have serial numbers or some shit, it's thereby banned from play in tournaments. There could only be like half a dozen of those super badass cards ever made though.

the problem is that there just really isn't a better system that wouldn't rapidly become dystopic a lot of the fundamental problems with parts of the system seem to have root in the fact that the alternatives are all worse

I wonder if there have been studies to deduce how juries behave in multi count situations.
It they were unanimous about his guilt on more charges aren't they likely to figure that one more hardly matters. The reverse seems more likely. They're convinced mostly hes not guilty but think he might be guilty of something?
Unless this is the one jury hardcore dedicated to voting up or down on each individual charge on its merits. That doesn't seem likely to me.
With multi-count they're usually more likely to acquit on the more serious charges since it's harder to establish guilt, but convict on lighter charges (part of the reason why prosecutors do multiple somewhat redundant charges in the first place).
