These aren't icbms as planned and ideally they would have loiter capability. The end game is autonomous hypersonic drones with some carry capacity. Though clearly that is some ways off. While not cheap today it is a technology that can be reduced in cost with refinement much like a wide range of advanced anti ship and anti armor missile tech is today.
