Well, I kinda agree with this. Fines don't affect rich people as much as poor ones, so it's basically a way of buying the right to do illegal things.
The worst part, though, is that politicians are completely exempt from any fine. They can park everywhere, pass at a red light, drive way over the speed limit, etc, and they don't even get a slap on the wrist.

Gonna have to disagree mate. I believe in small government and that all taxation as a means towards wealth redistribution is theft. Taxation for infrastructure and essential services is necessary and the only legitimate form of taxation. All forms of land tax and duty is theft. But you break the social contract in a way that disadvantages your fellow citizen, like running a red light, then the fine must hurt or else there is no disincentive. I'm completely in favor of means tested fines.
