Dude, outside powers literally refuse to allow their cultures to develop into anything. This isn't some 'we wuz' shit either. Think of it like this. You're a poor farmer and you have no idea there's tantalum under your farm. You can bet the _____ (Americans, Chinese, Apple, Europoean ANYTHING, etc) know about it though. So they go to like the most psychotic lunatic criminal they can find, load him down with guns and rockets, and then let him and his 'guys' sort out who really owns your farm. Seriously, the blood diamond trade is a great example of this. Enslave a village at gunpoint to mine alluvial diamonds, and then sell the diamonds to DeBeers and then use that money to buy a nice T-72 from Russia which you can use to capture the next village.
If you're that farmer though, good luck getting this dealt with by your government. They're poor like you, and under the exact same pressure. Also they get assassinated a lot by various intel services if they do the wrong thing, so watch the fuck out there.

Most of the food Africa produces, it consumes. Africa is not big on cattle, pork, or chicken exports.
Africa's export crops are cash crops like spices, coffee, tea, sugar cane, and probably tobacco.
Most African countries probably import more food than they export.

And if the food aid isn't putting them out of business, it's going to the local warlords. There are few exceptions, and the exceptions are some of the most prosperous nations in Africa, such as Nigeria, Zambia, Egypt, Namibia, and Equatorial Guinea.
Liberals and their feelings are keeping Africans from ever succeeding. They can't ever be allowed to earn anything of their own, they have to be given something made by whites. Why should Africans EVER work when liberals will give them everything for free? most black African farmers are subsistence farmers. They farm for themselves. They don't farm to sell to large amounts of people.
Whites have to go out of their way to teach "subsistence farmers" extensive farming practices and help them make a little scratch on the side. They'll also overpay for their shit and sell it to liberals in the west as specialty goods because it comes from a peasant "coop."
and don't confuse the real "farmers" for farm workers on plantations who basically just chop stuff down.
