I had the IRS call me demanding $50,000 or they'd revoke my driver's license, yet they didn't even know my name. IRS doesn't call people.

Here in brazil you have a famous scam where prisoners get their hands on cell phones and make random calls saying you have won a prize. They claim to be from a cell phone company and ask you to purchase 50-60$ of phone cards so you can claim your car/house...
They ask the people to give them the code for confirmation....hundreds of people get scammed.

One night I get a call: "we have kidnapped your wife, we will kill her if you don't give us 10,000$R (in background woman is screaming)...meanwhile my wife is sitting next to me.

I tell the guy: "kill that fucking bitch, I will give you half of the insurance money"....guy is fucking confused...does not know how to respond. Kept the guy on for 45 minutes, asking him to hold while I process the payment (moron gives me his banking info)....I send the info to the cops. AHAHHAHA good times.

Old people barely know what's going on anyway, so if you just call one up and say "Yes, this is the state police. We have a warrant out for your arrest due to unpaid fines. Please give me your credit card information and I can clear this up, otherwise we will be sending the police to your house" and there you go, you just made $1000.
