If Germany wants to do this, it means paying a shitload more for R+D and production, it means that Germany would also pretty much need to get into the weapons export business in a big way for this to make any sense at all. At the moment, Germany doesn't even want to spend enough to have operational transport planes and fighter pilot training.

Lets look at a simple example. Just getting the Tornado nuke ready will easily cost hundreds of millions of dollars, and take at least 5 years.
