You can drive through it and a ladder doesn’t help because you need to then get the ladder to the second fence. Also, you can easily patrol it and include sensors. You can see through it and construction is cheap and quick.

Yes a double wall with a road in the middle is the best. The only way a wall can actually be effective at all is if is patrolled.
Stations on the other side of the wall with ATV's would also be great. So that even if they do somehow manage to get over the first wall. Get passed the second the sensors would alert the guards to where they are and they would be on foot against ATV's and Dirtbikes

Depends on how big the wall is.
They can scatter hundred of people and all hit the wall in different spots so tiny % of them will still get through.
It needs to be a wall than a few km zone of wasteland, no houses, no forests, nothing, preferably a desert or something so even if they manage to break the wall they either die of hunger or thirst or they just lie down weak and police picks them up day after once they re spotted through regular chopper checks
