They will declare they do not rig the search. Just like twitter, they have an algorithm to rank the results, and it just happens that this algorithm is keep secret to everyone but certain people and websites who get told exactly what to do to appear first.
They also change the criteria when people start reverse-engineering it. That's why results which would appear first page five years ago are now impossible to find (they got blacklisted and ranked too low to appear in the results).

Here is my personal anecdote about Google.

Back when I was a lefty tard I got upset that when you search for Martin Luther King the top results were sites which I felt defamed him, and I sent Google an angry e-mail about it.

I got a response. And the woman who replied gave me a compelling argument about it. She took pride in that Google did not curate search results, and instead only relies on the algorithm to give unbiased results.

I kept in contact with her over time. Eventually she left Google. And I asked here again like 2-3 years ago about Google search and she told me that they absolutely do "curate" the search results now. Especially when the search results could have "disparate impact" which is fancy lawyer talk for accidental racism.
