Tried to get a friend hired at my company for IT one time. The hiring manager liked his CV. I took them both out for drinks so they could meet and they ended up really clicking. HR basically tried to block the whole thing and force some lower wage Pajeets on him. He refused said hire this guy. They dragged their feet getting an offer letter for nearly 2 weeks. Then when the hiring manager saw it the offer was $20K less than what the previous guy made. He raised hell over it and in the end the HR managers just said no we're keeping your costs down you should be welcome.

The almost never understand the services they are getting, this would be fine if it wasn't for the fact they seem unable to email/text/ or call the IT/Manager/Project Manger in anything close to a timely manner. One of the things I find about HR amusing. In almost every other department in any industry the implementation of software has helped increase their productivity and the functions. Yet the hiring process US HR uses is still from the late 1800's. It's all about networking, head hunters, and pure luck.
I have never in my career as a manager been given a resume by HR or seen one that came through the online portals. It swear they're designed for HR to look like they're doing shit. In reality they're relying on other people to bring them candidates instead of finding them.
