However - cities like Salisbury, Umtali, and Fort Victoria were all founded BY the settlers and therefore never had an african name to begin with, so why the change?

The name tar heel being used to describe people from North Carolina predates Lee's use of it. I believe the earliest written uses of it date from around the war of northern aggression, but even then it is used like it is already a common way of describing us.
