Lighthizer likely already has the finalized US-Mexico deal printed out and ready to go regardless. Probably some version of this US-Mexico-Canada "trilateral" (2 bilaterals in one package) deal is also ready to go and Canada just needs to sign on to it.
Remember this is basically take it or leave it. Canada can't even try and get a better deal because they'll just get 25% auto tarriffs. It's not worth it for the US to concede anything.
