I used youtube-dl to download: rg3.github.io/youtube-dl/
It needs to be installed first, but works pretty reliable and can download video from many sites. Alternatively you try some online service to get an .mp4 video.

Next, I use ffmpeg to convert the mp4 into webm. It's a bit tricky because ffmpeg is hard to use, and the max webm size is 3MB (Hiro!). You also have to mute the audio (Hiro!)

Commandline code for converting:
ffmpeg -i input.mp4 -ss 00:00:00 -t 00:00:40 -c:v libvpx -crf 10 -b:v 1M -an output.webm

-ss sets the start, -t is the length you want to have from the starting point. -an mutes the audio.
