It is expected that you pay to receive live broadcasts. The TV itself and antenna have nothing to do with it.

Anything not live is exempt. You can live in a SETI installation and not pay the fee as long as you dont watch live TV.

BBC stations are government funded. They assume you watch/listen to them if you have a TV. That used to be the case back when the internet was not a thing.

I actually can think of an equivalent.

The guys who buy up bad debt and then send letters to people saying "You owe Sears $10,000 since 1986 but if you pay us $1,000 now we'll forgive the debt" and then in fine print it says "btw the debt is so old it doesn't count towards your credit history anyway and also we have no legal way to compel you to pay pls send money"

You only need a licence to view live / on demand BBC programming as they’re the only channels “publically” funded (plus whatever loot they can get from selling dr who abroad). If, hypothetically, you could get sky to turn off access to all BBC channels live and on demand, you are not legally obligated to have a licence.

The kicker is there is freely broadcast digital tv which includes the bbc, so if our house has got an aerial and it’s plugged in, you should pay for one. But as that other user said, the inspectors have got pretty much zero legal power.

We have free clinics for the poor, I had to use one a few years back for a tooth extraction when I had no ability to pay. They're volunteer services though, I think they get a tax break for it but it's not a permanently reliable service.
